The Emergency Operations Collaborative (EOC) office, under the direction of the Chancellor (schools) and Vicar General (parishes) provides emergency management programs, projects and services which support the office mission: To ensure the health, safety and well-being of all members within the Diocesan community through the critical components of 'preparedness, response and recovery' training and education in both natural and man-made disasters.
Preparedness, response and recovery components include, but are not limited to:
- Essential training in Diocesan parishes and schools in First Aid, CPR, AED, 'Stop the Bleed', emergency medical triage and care.
- Critical training and response, in accordance with State of California legal mandates in 'Active Shooter' preparedness and response.
- On-site safety and security assessments of parishes and schools to ensure a safe, physical and operational environment.
- Practice drills ‑fire, earthquake, active shooter/violent intruder‑ at parishes and schools on a monthly, annual or semi-annual basis as required by State law.
- Coordination with public safety and emergency response units in both Riverside and San Bernardino counties/cities, to ensure factual information on such disasters/emergencies is issued in a timely and accurate manner.
- Collaborative partnerships with various public, private, non-profit and volunteer community-based organizations to ensure that adequate resources are available to our Diocesan communities and surrounding neighborhoods, during times of national, State and local emergencies.
- Development and operation of a Diocesan executive leadership 'command center' team, that provides the necessary policy direction to EOC when faced with any natural or man-made disaster/emergency impacted our parishes, schools or impacted community neighborhoods.
